stream: Improve half-closing of outgoing TCP connections (#28624) 
Notably fixes the case where upstream finished before the connection
was successfully established, and avoids RSTing the incoming stream
when the outgoing stream is done (which is now possible due to the
cancellation reason being propagated).

670a937d98 remove obsolete PersistenceSettings.view 
* removing without deprecation because this can't be used anywhere
* persistence view has been removed years ago, and those config properties
  doesn't even exist in reference.conf so accessing this would throw exception

c806abb96a Don't initialize Lmdb when rememberEntities not used, #28567 
* Sharding defines durable.keys in reference.conf
* That will trigger initialization of LmdbDurableStore for the
  ddata Replicator that is used by Sharding
* but that is only needed if rememberEntities is enabled
* This will optimize startup time for ClusterSharding,
  and reduced runtime complexity of accessing file system
