Use GhExcludeTest in CI again (#30941) 
* -XX:+AlwaysActAsServerClassMachine in CI
* Remove GHExcludeTest from all tests, since we have included those in CI workflows
* Exclude a few failing tests from CI
* run CI with -Dakka.test.tags.exclude=gh-exclude again
