Replace akka.actor.timeout with specfic settings. See #1808

* ActorTimeout (akka.actor.timeout) was used to all sorts of things.
* TestKit default-timeout
* TypedActor timeout for non void methods
* Transactor coordinated-timeout
* ZeroMQ new-socket-timeout
* And in various tests
